Governance before execution
Where supported, governance should be able to evaluate a proposed change while there is still an opportunity to govern whether and how that change proceeds.
Explicit authority
Governance authority should remain explicit. Probabilistic systems may assist with analysis and recommendations, but they should not silently become the final authority over governance decisions.
Decisions that can be examined
A governance decision should not disappear once it has been made. Its result, reasoning, and supporting evidence should be available for subsequent inspection and accountability.

Verdict
An open-source pre-deployment decision engine.
Verdict evaluates supported infrastructure-as-code changes against declared policies and conditions, produces a decision with its reasoning, and preserves an auditable record of the evaluation.
Beyond evaluation, Verdict includes tooling for policy validation and testing, simulation, coverage analysis, explanation, audit inspection, and verification of subsequent infrastructure plans against prior governance decisions.
Built for infrastructure delivery workflows, Verdict can run locally or in CI/CD and is available as a Python package and GitHub Action.
